In the framework of the Turkey-EU Business Dialogue, 19 partnership projects involving Chambers of Commerce and Industry (and Commodity Exchanges) in Turkey and their counterparts in EU Member States are being supported by the European Union through a special Grant Scheme. The purpose of this scheme is to encourage cooperation between Chambers in order to improve mutual understanding and support economic integration between the business communities of Turkey and the EU. In order to be eligible for a grant, each partnership must include at least one Turkish Chamber (or Commodity Exchange) and one EU Chamber.

The Chamber Partnerships play a positive role in helping Chambers of Commerce and Industry (and Commodity Exchanges) in Turkey and the EU to collaborate with each other and deliver benefits to their member companies and local business communities. The transfer of knowledge and expertise goes in both directions and thereby creates additional business links between the regions concerned.

The TEBD Grant Scheme for Chamber Partnerships has a total budget of €2,500,000, which is provided by the European Union through its Instrument for Pre-Accession Assistance (IPA-II). The partnership projects have been identified and selected following a dedicated Call for Proposals, which was managed by the Central Finance Contracts Unit (CFCU) in cooperation with Union of Chambers and Commodity Exchanges of Turkey (TOBB). The selected partnerships launched their activities in April 2019, with a duration of up to 15 months. Each selected partnership is being supported by the European Union with a grant of up to €150,000.

The specific objectives of Chamber Partnership Grant Scheme are:

  • to increase opportunities for networking and exchanges of best practices between Chambers and Commodity Exchanges in Turkey and in the EU Member States;
  • to increase the capacity of Turkish Chambers and Commodity Exchanges so that they may develop and improve the services they provide to their members;
  • to enhance awareness in both business communities of the potential opportunities and challenges of Turkey’s accession to the EU;
  • to increase the participation of the business community in EU-Turkey dialogue, particularly in relation to the further development of the Customs Union and the advancement of Turkey’s EU accession process.

The Chamber Partnership projects also contribute to the following objectives:

  1. Supporting local/regional investment promotion activities;
  2. Supporting the development of SMEs by helping them to access new markets;
  3. Improving vocational education and training;
  4. Sharing knowledge and best practices in relation to cluster development;
  5. Raising awareness of how businesses can help to address environmental issues;
  6. Promoting and supporting women’s entrepreneurship;
  7. Raising awareness of how businesses can protect their Intellectual Property;
  8. Sharing knowledge with respect to the implementation of the EU policies.

The TEBD team within EUROCHAMBRES provides training, coaching and advice to the grant beneficiaries (Chamber Partnerships) in order to support the successful implementation of their respective activities. The TEBD team is also responsible for monitoring the projects as well as collecting and disseminating information about the outcomes and results.

Overall objective:

Develop a business association with the Turin Chamber of Commerce in order to use the nuts, which are produced in the Giresun region, to create added value in the production of chocolate.

Specific objectives:

  1. Develop the institutional capacity of Giresun Commodity Exchange and obtain technical information about chocolate production;

  2. Inform the producers in Giresun about the chocolate sector;

  3. Promotion of Giresun hazelnuts all over Turkey;

  4. Establish cooperation between the Chambers and producers in Turkey (Giresun) and Italy (Turin);

  5. Increase the capacities of Giresun Commodity Exchange members in relation to foreign trade and marketing.

“Accreditation Guidance to Kars Commodity Exchange and provision for cheese production variety.”

Overall objective:

Enable the cheese producers in Kars to begin to produce two new cheese varieties that can be produced throughout the year in addition to the regional Kashar cheese, and also to enable the Kars Commodity Exchange to develop its institutional capacity with guidance from Chambers in Greece and Romania.

Specific objectives:
