About TEBD
Chambers both in Turkey and in the European Union (EU) have an important role to play in fostering economic cooperation and Chambers both in Turkey and in the EU have an important role to play in economic cooperation and Turkey’s EU accession process. The Turkey-EU Business Dialogue (TEBD) Project is based on the long-term partnership of the Association of European Chambers of Commerce and Industry (EUROCHAMBRES) and the Union of Chambers and Commodity Exchanges of Turkey (TOBB) as the “voices of the business community” considering their strategic priorities and their members of business communities both in the EU and Turkey. The TEBD project is implemented by EUROCHAMBRES in close cooperation with TOBB, which is the End Beneficiary Institution and is co-funded by the European Union under its IPA II programme with Turkey.
The TEBD Project brings the Turkish Chambers of Commerce, Industry, and Commodity Exchanges, and their EU counterparts closer trough establishing grant partnerships and implementing a range of activities, providing the Chambers and Commodity Exchanges opportunities to exchange views and practices and to improve business dialogue. The TEBD Project promotes the integration of the European Union and Turkish business communities and ensures greater awareness of business opportunities and challenges of Turkey’s potential future accession to the EU and the modernization of the Customs Union between Turkey and the EU.
During the implementation of the TEBD Project, Chambers of Commerce and Industry, and Commodity Exchanges from both Turkey and the EU are engaging in Policy and Business Dialogues, Capacity Building, and Chamber Partnerships.
About Women Entrepreneurs Forum
Within the scope of the Capacity Building activities, the WOMEN ENTREPRENEURS FORUM will be organized online on 23-24-25 November 2020 by the TEBD Project in collaboration with the EUROCHAMBRES Women Entrepreneurs Network and the TOBB Women Entrepreneurs Council.
The Forum will be a gathering of women entrepreneurs, policymakers, international financial Institutions, EU & Turkish Chambers, and so on. The aim is to discuss and promote a constructive dialogue between the Women Entrepreneurs from Turkey and the EU while allowing participants to build their networks, as well as polish their skills and expand their knowledge.
The Women Entrepreneurs Forum consists of an introductory session, and four engaging and interactive thematic sessions with High-Level speakers on the topics of:
- Women Entrepreneur Support Programmes in Turkey and EU
- Private and Public Sources of Funding in Turkey and EU
- Learning by Doing: Inspiring Practices of Women Entrepreneurs
- Roles and Activities of EU and Turkish Chambers in Women Entrepreneurship
The event will be in English and partially in Turkish. Turkish and English simultaneous translation will be provided during the event.

Oya Ersöz
Oya Ersöz has been working as the TEBD Team Leader & Project Director at EUROCHAMBRES. Oya previously spent 9 years working for TOBB in Ankara, where she was responsible for developing and managing various EU-funded projects in collaboration with different stakeholders. She has also carried out lobbying and networking activities in relation to a wide range of EU policies and programmes, while working at TuR&Bo in Brussels. Oya hold a post graduate degree in Investment and Finance from Queen Mary University of London and double bachelor degrees in Mathematics and Business Administration from TOBB University of Economics and Technology.
M. RİFAT HİSARCIKLIOĞLU

M. Rifat Hisarcıklıoğlu
M. Rifat Hisarcıklıoğlu earned his B.A. degree in Economics and Management from Gazi University in Ankara. After completing his undergraduate degree, his career started in family business and currently he is the Chairman of Eskihisar Group of Companies, which operates in the fields of construction, construction materials, export and import, investments, land development, food industry and automotive sector.
After a one year vice-presidency period at The Union of Chambers and Commodity Exchanges of Turkey (TOBB), the largest non-profit business organization in Turkey, covering 365 Chambers and Commodity Exchanges and representing 1.5 million companies, Hisarcıklıoğlu was elected as the President of TOBB in 2001 and was re-elected respectively in 2002, 2005, 2009, 2013 and 2018.
NURTEN ÖZTÜRK

Nurten Öztürk
In 1992, together with her husband Fikret Öztürk she established OPET Petroleum in Istanbul. The social responsibility projects undertaken by Nurten Öztürk, who has been working in every department since the establishment of the company, are studies designed to solve social problems. Nurten Öztürk is the idea leader and manager of the “Clean Toilet Campaign”, “Green Road Project”, “Exemplary Village Project”, “Respect for History Project” and “Traffic Detectives Project” that make a difference in the sector and touched the lives of more than 20 million people. In 2002, she became a shareholder of 50% of Koç Holding Energy Group.
Continuing her duty as the Founding Member of the OPET Board of Directors, Nurten Öztürk is also interested in poetry branches of literature and the art of photography. Öztürk is the mother of two boys and a daughter.
MARTHA SCHULTZ

Martha Schultz
Martha is a successful entrepreneur in Austria. She is Managing Director of the travel agency Hochzillertal GmbH and in the management of the Schultz Group, the largest private cable car operator in Austria with several skiing resorts.
Furthermore, she is very active in the chamber: Since 2010 she is Vice President of the Austrian Federal Economic Chamber; She is former Vice-President of EUROCHAMBRES (2012-2017); Since 2015 she is also the chairwoman of Women in Business Austria; Since 2017 she is chairwoman of the EUROCHAMBRES Women Network.
BÜLENT ÖZCAN
DIRECTORATE FOR EU AFFAIRS, Directorate General for Financial Cooperation and Project Implementation
Bülent Özcan
Having almost 20 years of experience in Project Management and Implementation, Bülent ÖZCAN has been working as the Director-General for Financial Cooperation and Project Implementation in the Ministry of Foreign Affairs, Directorate for EU Affairs in Turkey since December 2018. Prior to this position, he served as assistant expert, expert, coordinator and Director within the same institution.
After having a Bachelor’s Degree in the Department of International Relations at Middle East Technical University in 1999, he completed the Master’s Programme on the European Union Economy at the EU Institute of Marmara University. Last but not least, he attended Harvard University John F. Kennedy School of Government Executive Education Programme in 2011.
Mr. ÖZCAN is responsible for the overall coordination, monitoring and evaluation of Instrument for Pre-Acession Assistance (IPA) Funds provided to Turkey by the EU. In that vein, he takes responsibility in management of Bulgaria-Turkey IPA Cross Border Cooperation Programme and Black Sea Basin Cross Border Cooperation Programme. He also coordinates the work on participation of Turkey in EU Programmes and Agencies such as Erasmus + and Horizon 2020.
Mr. ÖZCAN delivers lectures on a part-time basis in the “Project Management” MBA programme in TOBB Economy and Technology University. He has several books and studies on “Instrument for Pre-accession Assistance to Turkey”, “EU Grant Programmes and Supports to Civil Society Organisations” and “Project Preparation and Implementation”.
